start by choosing a background color and stamping grungy/sketch brushes all over your canvas. :)

now im adding some blue targets and put them on softlight. i played around with the shadow and outer glow properties.

repeat this step until it looks like this, by alternating blending options between soft light, and overlay.

Now just use various brushes in black, with the blending option set to overlay. I also put a texture over the whole layout set on lighten.

Now add your psd, blog, credit and name! :D
