first, open your original image in GIMP. I'm using Sonny Moore, but you can go ahead and provide your own image if you'd like.
duplicate the background, then go to colors - hue-saturation and match your settings to mine:


now go to filters - blur - gaussian blur and match your settings to mine again:


set this layer to dodge at 53 percent opacity.
make a new layer
set your foreground color as #e7a945, and your background as #ccd4dd, then select the gradient tool. pick the gradient FG TO BG (HSV counter clockwise hue). fill the image with that gradient vertically. it should look something like this:


set this layer to soft light at 100%.
add some borders, and some text, and you're done!
