into this:
first, copy and paste the original image into psp (if you're going to be using conor or you're just trying it out). you can use your own image if you want. now duplicate your original layer.
make sure the top layer is selected (highlighted), and now go to adjust - blur - gaussian blur:
this should show up. match your setting to mine.
it should now look like this
set the top layer to overlay at %100 opacity
hit ctrl+h. match your settings to mine.
add some borders and text and you're done!
