create a new raster layer and fill it with #5ECE3C.

set it to soft light at 24% opacity.

create another raster layer. fill it with #E5E329 and set it to soft light at 24% opacity.
create yet another raster layer. fill it with #4B74E9 and set it to soft light at 48% opacity.

duplicate the background layer. set it to overlay at 48%.
go to adjust - blur - gaussian blur.


match your settings to mine


make it another copy of the background. set it to color at 48%.
