this tutorial shows you how to put a dotted line around an image.

Our starting image...
We will be starting with this:



And will be creating this:



First, Im starting with a 100x100 pixel image (blank ofcourse) And I am pasting a picture of a man within it.

BASEEE!!!

Next, go to Ajust --> Sharpen --> Sharpen, twice.

Go to layers --> Duplicate.

Then pick out a gradient to be used. I'm using this one:



After you have chosen the gradient, paste it over the entire image.

Go to layers --> properties --> and select hardlight. Keep at 100.

Then go to layers --> Merge --> Merge all flatten.

Go to layers --> duplicate.

Select a dark blue. And paste it over image. I'm using this color



Go to layers --> Properties --> Exclusion at 100.

Next, go to layers--> merge --> merge all flatten.

Go to adjust --> Sharpen --> sharpen

Duplicate the layers again.

Paste a shade of lime green over top.

Go to layers --> properties --> saturation at 100.

Merge all layers one last time.

Sharpen one last time.

Your final image should end up something like this:
