to start out, copy and paste the original image into PSP. I'm using MC Lars, but if you're going to do this to another image, be my guest.
create a new raster layer and fill it with this gradient (click for full view).

if you'd like to make it youself. go to the color blocks on the left, graident tab - edit - new.... create a gradient that looks like this (click for full view):
the colors, in that order, are #F0245E, #FB4D93, #F76161, #F0C825.
if you'd like to use a different gradient, it will make the image a different color. set the raster layer with the gradient in it to lighten at 100%.
now go to layers - merge visible, then copy the image (CTRL+C). undo the merge by going to edit - undo or hit CTRL+Z. paste what you've just copied as a new layer by going to edit - paste as new layer or hit CTRL+L.
now go to adjust - blur - gaussian blur (click for full view)
set the radius to 2.00 and the new layer to Overlay at 100%.
your layers should look like this:

your image should look something like this

add some borders and some text and you're done!
